What can I say? Move to Sofia, Bulgaria:
100 Mbps at home is guaranteed, and if you are near some of the highways, you can get 1 Gbps.
And it's cheap.

It turns out my phone line was actually connected to an exchange more than 5 kilometres away, and it was surprising it worked at all. Consequently, they connected my line to another exchange, less than a kilometre away.
My modem now advertises an ATM data rate of 4640 kbit/s, instead of the 1500 kbit I had before. It is too bad Belgacom did not do this pro actively from the beginning, but waited for a customer complaint instead.

I agree with you about the Belgian market. I was surprised by the lack of competition and imposition of quotas when I moved here from Amsterdam.

If you are in one of their coverage areas you could also try WiMAX from Clearwire. I suspect WiMAX is also affected by the weather but it can give you portability, which DSL and cable cannot.
