.CAT goes live

.CAT has been finally added to the root zone file. "Finally" because, according to a conversation I had with Amadeu Abril y Abril on October 28th, the request had just been processed by IANA and sent to NTIA on that very day. Can someone explain to me with simple, non-political, words why on earth it took nearly two months (52 days) to the NTIA to review the following text ?
