The House would like to make it clear that: the authoritative root zone server should remain physically located in the United States and the Secretary of Commerce should maintain oversight of ICANN. If some still tought that ICANN was independent of the DoC, here goes you proof. And its not going to be any better in the future.
The Senate has a vision of the future of the Internet that places privatization over politicization with respect to the Internet. We heard that ideology before. For some, by definition, the private sector would always be better than public authorities. But missing in this equation is the fact that the private sector only represents business interests. On matters of strategic, cultural or societal importance, it cannot be said that the private sector has a good track record. Shrinking the whole community to only one of its components is a sure way to fail.
