		<description>Surely it&#039;s all about the enlightened individuals that see why something is worth investing in when the returns are not immediately obvious.

Whether you&#039;re in government or business, there are obstacles to overcome when it comes to putting money into something. Usually it&#039;s the private sector that is more willing to take the risk first though. 

I&#039;d say a government often ends up as a useful backstop where business fails. I&#039;d love the UK government to subsidise my Net connection but since there&#039;s a market already there, they&#039;ll find something else to spent their money on.
